Durrell L. Laurent is the founder and chief executive officer of Delta Care Connect. He brings more than a decade of healthcare and public-sector experience spanning Medicaid and Medicare benefits, member outreach and retention, claims and payment operations, vendor oversight, and regulatory compliance. He leads the company's strategy, finance, partnerships, and operations, building a rural health model that pairs trusted local people with the technology and coordination patients need to stay connected to care.

Dr. Dalton E. Carter, MD

Medical Director

Dr. Dalton E. Carter serves as Medical Director of Delta Care Connect, providing clinical leadership, provider engagement, clinical protocol design for chronic-disease monitoring, and quality oversight. A New Orleans native, he completed undergraduate study at Louisiana State University and earned his medical degree and completed residency at McGovern Medical School at UTHealth Houston.

Kimberly Jourdan, FNP

Clinical Director & Nurse Care Manager

Kimberly Jourdan is Clinical Director and Nurse Care Manager at Delta Care Connect. As a Family Nurse Practitioner, she leads clinical protocols, escalation oversight, and quality assurance, and guides the care team that reviews patient readings and coordinates with each patient's own provider.

Lionel Scott, MBA

Director of Business Development

Lionel Scott leads business development and partnerships for Delta Care Connect. He brings more than ten years of healthcare sales and market-development experience, including Medicare and Medicare Advantage, with strong provider and community engagement, and holds a Master of Business Administration with a concentration in Healthcare Administration. He develops provider, payer, and community partnerships across the four-parish service area.
